Short code blocked in device settings
Some smartphones include a setting to block premium or short code messages. On certain devices — such as Samsung Galaxy phones — this setting may be labeled Enable/Disable Premium Messaging or similar.Go to your phone’s messaging settings and confirm that short code messages are allowed.
This setting is sometimes enabled by the sales representative at the store where the device was purchased, without the user’s knowledge.

Your phone carrier may be blocking short code messages at the network level. If your device settings are already configured to allow short codes, contact your carrier to:
- Request that short codes be allowed on your account.
- Ask them to whitelist short code 38121 specifically.
